Prof. dr Miladin Kostić, rector of the State University of Novi Pazar, agreed to the principles of the Berlin Declaration to Knowledge in the Sciences and Humanities in December 2017 and the State University of Novi Pazar was officialy added to the list of signatories of the Berlin Declaration on the Max-Planck Society website.

Open Access in the scientific community refers to the unrestricted and free availability of scholarly research and journal articles on the internet. It allows any users to read, download, copy, distribute, print, or use scientific information for any other lawful purpose, with the obligation to properly acknowledge the author.

Max Planck Society in Germany initiated the Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities in 2003, after a three-day conference on the topic of Open Access in science. Open Access within the Berlin Declaration is defined as a comprehensive source of human knowledge and cultural heritage that has been approved by the scientific community and the Internet is promoted as a functional medium for distributing knowledge.

By signing the Berlin Declaration, institutions intend to promote the open access paradigm and make progress by:

- encouraging research/grant recipients to publish their work according to the principles of the open access paradigm

- encouraging the holders of cultural heritage to support open access by providing their resources on the Internet

- developing means and ways to evaluate open access contributions and online-journals in order to maintain the standards of quality assurance and good scientific practice

- advocating that open access publication be recognized in promotion and tenure evaluation

- advocating the intrinsic merit of contributions to an open access infrastructure by software tool development, content provision, metadata creation, or the publication of individual articles
